The argument is not really about whether to stop changing the clocks. It is about which clock to stop on, and that is the fork the American Academy of Sleep Medicine takes a side in: its position is that the United States should end the seasonal changes and settle on permanent standard time, because standard time aligns best with human circadian biology. The spring shift is the measurable part. It removes an hour of sleep opportunity and adds to sleep debt, and around it the Academy reports raised risks of heart attack, stroke and hospital admission for acute atrial fibrillation, together with fatal crashes rising by up to 6 % in the United States. Its objection to the other option, permanent daylight saving, is that locking it in means darker mornings and lighter evenings all year, which pushes the body clock later and falls hardest on adolescents and late risers. That fork is why repeal keeps stalling. Congress did try permanent daylight saving during the 1973 oil embargo, expecting energy savings that largely failed to appear, and reversed it after a single winter of dark mornings. A 2022 Senate bill for year-round daylight saving did not advance in the House. A state may already stay on standard time by itself; going the other way needs Congress.
