Why people split
These phrases are not ambiguous by accident. They are doing two jobs at once, and listeners pick different ones. YouGov found Britons split almost down the middle on "I hear what you say": 48% read it as "I disagree and do not want to discuss it further", 45% as "I accept your point of view". On "with the greatest respect" Britons are far more united: 68% take it to mean "I think you are an idiot". Americans hear the same sentences much more literally: only 40% catch the insult in "with the greatest respect", and 58% take "I hear what you say" at face value. The deniability is the point of the form; it lets the speaker withdraw the insult later. But it also means that in any British conversation about a decision, a large minority of the room is reading a message the rest of the room does not know was sent.
