Why people split
The British argument about e-scooters is not about whether they are good. It is about where they belong. Ipsos found 61% of British adults think e-scooters have a negative effect on pedestrian safety, and at the same time around two in five see them as positive for the environment (39%) and for the cost of travel (40%). Those are not contradictory answers so much as two separate judgements, and the location question shows how they resolve. Asked about legalising e-scooter use, 48% support allowing them in cycle lanes, close to a majority in favour. Move them onto pavements and 62% are opposed. Move them onto roads and 51% are opposed. So the machine itself is broadly tolerated and the placement is the entire problem: there is one lane the public will grant it and two it will not. They are also impossible to ignore. Fifteen per cent of British adults report seeing e-scooters locally every day, 27% on most days and 20% at least weekly.
