Why people split
There is no shared rule here, and most people know it. When YouGov asked Americans what they prefer guests do, the largest answer by far was a refusal to have a preference: 59% said guests should do whichever they are most comfortable with, against 24% who want shoes off and 17% who want them left on. Asked the same thing as a guest, 55% said they simply follow whatever the host prefers, and the rest divided almost exactly in half: 22% prefer to remove their shoes, 23% prefer to keep them on. So the hosts are deferring to the guests and the guests are deferring to the hosts, and neither side will state the norm out loud. That mutual deference is what makes the moment in the hallway awkward: both people are waiting to be told, nobody is telling, and the small minority who do have a firm view are split down the middle on which view it is.
